Flying Start

Flying Start is an early years programme introduced by the Welsh Assembly Government (WAG) to be delivered by Children and Young People's Partnerships beginning in April 2007 and running initially until March 2011. The Flying Start programme was introduced by the Welsh Assembly Government (WAG) to offer help and guidance to families with very young children who live in specific school catchment areas.

Enhanced Health Services
Flying Start Health Visitors work with fewer families than other Health Visitors, therefore they will be able to offer eligible families much more support. Each Health Visiting team has a Family Health Worker working with them who will support their work with eligible families. Health professionals will also be supporting the delivery of both home based and group sessions such as baby massage, baby rhyme time and post natal support.
Included in the health team are Speech and Language therapists who will be available to advise and support children's early language development. Eating a well balanced diet from the beginning, forms the foundations of a healthy life. We know that children who eat well find it easier to concentrate, do better at school and are less likely to be ill. Flying Start has a qualified dietitian and two community food workers in the team and they will be on hand to provide lots of information and activities about making food healthy and fun.
Language and Play
The Language and Play (LAP) Programme is a series of six weekly sessions for parents and carers to play with their babies and/or young children. It focuses on developing childrens' language and literacy skills through stimulating play activities.
Sessions are run in local Flying Start communities and are led by a LAP Senior Teaching Assistant. Strongly linked to LAP is the Bookstart scheme. This is a national programme which provides free books to children at 8 months and 18 months of age along with information about local Library Services. By living in a Flying Start area children will also receive an additional book bag at 2 years of age. The message promoted by this scheme is... it is never too early to share books with your child.
Free Childcare
Living in a Flying Start catchment entitles a child to a free part-time childcare place, where one is available, from the term following the child's second birthday to the end of the term in which he/she has his/her third birthday; This part-time childcare place is for two and a half hours a day, five days a week, mostly during school term times. The childcare is delivered by an approved Flying Start provider such as a local playgroup, Meithrin, day nursery or a childminder. All of these settings are required to meet high quality standards set by Flying Start and the Care and Social Services Inspectorate for Wales (CSSIW).
Staff in settings are supported by a team of experienced professionals who ensure that the high quality of childcare is maintained. As well as all the opportunities that children have at home, regular part time attendance at high quality childcare has shown to improve outcomes for children. We therefore encourage all eligible families to take up their childcare place as soon as possible after the child's second birthday - where we have been able to offer one.
Parenting Programmes
In addition to the support given by health visitors about parenting, and in order to support parents, Flying Start offers parenting programmes. These are available to Flying Start families in their own home or in a local community venue.
The Neonatal Behavioural Assessment Scale is delivered by the child's health visitor at the home when the baby is aged between 2 and 8 weeks. This programme will show parents the incredible skills of the new born infant. It will demonstrate how babies make a major contribution to their own development and how they respond to their environment.
Parenting Positively is another home based programme delivered by trained staff who can give parents lots of ideas and guidance, particularly where concerns have been identified about a child's behaviour and/or their development.
The Parent Nurturing Programme is a course that encourages parents/carers to get the best out of family life. It offers parents many positive practical ways of guiding children so that they learn to handle both their feelings and their behaviour. It is delivered in a group of no more than 12 parents in a community venue within a local or neighbouring community. Flying Start parents do not need to be experiencing difficulties with parenting in order to get support. |
